The U.S. Congress recently passed H.R. 1, The American Recovery and Reinvestment Act (ARRA) of 2009 and the President signed the bill into Public Law 111-5 on Feb. 17 in Denver, Colo. The recovery plan includes historic, massive levels of discretionary spending for infrastructure investment, particularly in energy efficiency retrofit projects across nearly all federal building categories. New federal construction is a prominent part of the federal building stimulus effort including military, health, transportation, public housing, environmental and general public office structures.
