SMACNA recently urged the House to support the Davis-Bacon Act and prevailing wage coverage as part of the debate on H.R. 4974 by rejecting the repeal amendments offered by Rep King (R-IA). By voting down the King amendment, SMACNA feels the House will speak in a strong bipartisan voice to support common sense economics as well as construction quality and productivity.By voting to kill amendments attacking Davis-Bacon prevailing wage coverage in H.R. 4974 Representatives will be supporting a commitment to construction quality and labor standards on important federal construction contracts.
SMACNA and our thousands of infrastructure contractors believe that H.R. 4974 should continue to recognize the importance and economic merit in prevailing wages as part of any quality based public procurement policy. Federal, state and local prevailing wage laws encourage employers to:
- Pay a locally prevailing wage
- Offer health care coverage to their employees and their families
- Provide for the future retirement of their employees, and
- Make a significant investment in the future by training a skilled and safety conscious workforce.
Support of prevailing wages on public infrastructure represents a necessary commitment to construction quality as well as the labor and security standards necessary on federal projects. Amendments designed to undercut prevailing wages are driven by misguided politics rather than smart economics.
