SMACNA Urges House to Support Prompt Payment Reform Amendment
In a recent letter to the U.S. House, SMACNA expressed its strong support for the prompt payment reform amendment being offered by Rep. Moore (D-WI) to the FAA Reauthorization Act of 2018. The amendment would improve compliance with existing contractor payment regulations in federal and federally assisted procurement.
By supporting the Moore proposal, SMACNA believes the House can speak in a strong bipartisan voice to support common sense prompt payment reforms to FAA procurement and require reporting on the FAA’s prompt payment effectiveness, which the Association feels is smart economics and boosts construction quality and productivity. By voting for prompt payment reform improvements in the FAA Reauthorization legislation, SMACNA believes the House will be supporting a commitment to construction quality, workforce training and labor standards on important federal construction contracts.
SMACNA and its may airport infrastructure contractors feels that Congress should continue to recognize the importance and economic merit in prompt payment as part of any quality based public procurement policy. Federal, state and local prevailing wage laws encourage employers to pay prevailing wages, offer health and pension coverage as well as invest in a skilled workforce training program. Supporting prompt payment on public infrastructure represents a necessary commitment to public project construction quality as well as long established payment standards necessary on federal projects.
