  • Project Labor Agreements Under Attack

    SMACNA is in favor of having the option of considering and using PLAs where deemed in the best economic interest of the project owner on behalf of the taxpayer on public work regardless of their union or nonunion status. Therefore, SMACNA strongly opposes, the so-called “Fair and Open Contracting Act of 2017” (H.R. 1552 / S. 622).

    The Bureau of Labor Statistics released its February jobs report, posting another month of growth in construction employment. Of the 235,000 jobs created in February, 25% were in the construction industry.

However, for the time being, any regulations issued under the Obama Administration, which were effective prior to Jan. 20, 2017, remain in place, and can only be revised through a notice and rule-making process.
