Two SMACNA Victories: H.R. 4 Passes | Davis-Bacon Repeal Amendment Fails
The House of Representatives passed H.R. 4, the Federal Aviation Administration (FAA) Reauthorization bill with 217 Republicans and 176 Democrats voting yes for a resounding bipartisan vote of 393 to 13. SMACNA expressed its strong support for the amendment which passed, sponsored by Rep. Gwen Moore (D-4-Wisc.). The amendment will improve FAA contract compliance with existing payment regulations in federal and federally assisted procurement.
SMACNA worked to defeat an amendment to H.R. 4 to repeal and eliminate Davis-Bacon prevailing wage language on federally funded airport work. Closing in on a record defeat, the Rep. Steve King’s (R-4-Iowa) amendment failed by a recorded vote of 172 yeas to 243 nays. The nays included 57 Republicans and 186 Democrats.
H.R. 4 is considered a “must-pass” bill for this Congress and the next step for the FAA bill is Senate consideration, after which any differences between the House bill and the Senate bill must be reconciled.
