SMACNA Taking Early Action on Critical Legislative Issues

Letters to Congress urge action on tariff impacts and change orders.

SMACNA began 2026 by reaching out to Congressional leaders about issues that matter most to our members. We have sent letters to both the U.S. House and Senate, asking lawmakers to address rising costs resulting from tariffs that affect subcontractors on current federal contracts. Tariffs under Sections 232 and 301, along with frequent changes to these rules, have led to unpredictable and significant price increases for materials like steel, aluminum, and other imports. These extra costs are putting pressure on the profitability of SMACNA contractors nationwide.

SMACNA also supports H.R. 4615, the Small Business Payment for Performance Act of 2025, sponsored by Representative Pete Stauber (R-MN).

The bill is cosponsored by Representatives Fitzpatrick (R-PA), Vessey (D-TX), and Norcross (D-NJ). H.R. 4615 is an important payment bill for federal contractors that has gained strong bipartisan support in both the 117th and 118th Congresses. The Payment for Performance Act would help small federal contractors get paid faster after project changes are finished and approved by federal agencies. With tariffs on steel, aluminum, copper, and equipment raising material costs, especially for ongoing federal infrastructure projects, this bill is a much-needed support for small and medium-sized SMACNA contractors.

With changes happening on Capitol Hill, it is more important than ever for SMACNA members to get involved in advocacy.
