ALBANY, NY — New York’s EmPower+ program, a statewide initiative designed to help families save money through energy-efficiency upgrades, is facing severe budget cuts that could reshape the contracting landscape.
The program, which funds projects such as heat pumps, insulation, and weatherization, has been supported through ratepayer contributions, the Clean Energy Fund, and a $200 million boost from the Sustainable Futures Fund in 2023.
But in this year’s budget, the New York State Energy Research and Development Authority (NYSERDA) requested just $50 million, signaling a steep pullback. According to a recent presentation to contractors, total program funding is expected to decrease from approximately $220 million in 2025 to $80 million by 2027.
