FY27 Budget Proposal Raises Concerns for Local Governments

Proposal calls for reductions in non-defense discretionary spending, alongside increased investment in defense and select new initiatives — a shift that could have direct implications for state and local governments.

The Trump Administration released its FY2027 federal budget proposal in early April, launching the annual appropriations process and setting up what is expected to be a significant debate in Congress over federal funding priorities.

The proposal calls for reductions in non-defense discretionary spending, alongside increased investment in defense and select new initiatives — a shift that could have direct implications for state and local governments.

Several programs that support local development and infrastructure are proposed for reduction or elimination, including:

  • Community Development Block Grants (CDBG)
  • HOME Investment Partnership Program
  • Economic Development Administration grants
  • RAISE infrastructure grants
  • USDA Community Facilities programs
  • Digital Equity and broadband-related grants

While the proposal includes some targeted investments — such as a $100 million Department of Justice initiative for local public safety coordination — the overall framework would significantly reshape the federal role in supporting local projects.

Many of the programs targeted for cuts have historically received bipartisan support in Congress. As a result, the final outcome will likely depend on the appropriations process, where lawmakers will determine whether to restore, modify, or reduce funding levels.
