Tom Martin is SMACNA’s President-Elect and President of T.H. Martin, Inc., a full-service mechanical contractor based in Cleveland, Ohio.  Martin is an industry innovator and highly regarded member of SMACNA-Cleveland, which represents more than 60 contractor firms in northeast Ohio. He has served as the chapter’s president since 2014.

SMACNA Chapters may request to conduct the following SMACNA technical seminars: Architectural, Duct Construction (Commercial & Industrial), Duct Leakage, Duct Inspection, Indoor Air Quality, Fire Damper Guide, Architectural Sheet Metal, Seismic Restraint, Commissioning and Duct Design. The approval of the SMACNA CEO is needed in order to conduct a technical seminar.

DOL Proposes Major Overhaul to Registered Apprenticeship Programs

On January 17, the Department of Labor (DOL) published a rule proposing a major overhaul to the regulations governing Registered Apprenticeship Programs (also called “Registered Programs” or “RAPs”). RAPs are apprenticeship programs that have been approved by the DOL or a State Apprenticeship Agency.

Partial Withdrawal Liability and the SMACNA Contractor

Partial withdrawal liability is determined for both construction industry employers and non-construction industry employers under two circumstances; Contribution hours decline 70% over a period of time,  and a partial cessation of the employer’s contribution obligation.  This paper gives and overview of when and how partial withdrawal liability will be assess and owed.
